The mother of a murdered child is using the Internet to keep her daughter's killer behind bars.
Sara West was brutality sexually assaulted, tortured and murdered by Billy Shafer in 1993. Now Tracy Hickman, Sara's mother, is using the website BlockParole.com to help send a message to the parole board. Billy is set to go up for parole in early February.

He was a minor when he committed the crime, 16 or 17 IIRC. He was sentanced to life but we know how that goes anymore.Our old sherriff retired shortly after this case. He left Sarah in two garbage bags it was really a horrible crime.

So he’s only in his 30s today, with a long life ahead of him, and therefore completely capable of committing an identical crime against someone else’s child. No way this creature should ever see the light of day again except through bars.

Yes and the scary part is that he has never shown an ounce of remorse. If you read the bloclparole siteit basically says when he talks abut it it is like he is bragging. He is a very sick individual who should never be let out.
Anyone who would vote to allow parole for this individual would have to be equally as evil.

One of the most horrible murders and mutilations I have ever read about. Shaffer will, without any doubt in my mind, kill and mutilate again.
BE SURE Sara's parents ask that the next hearing be postponed as long as the system allows. Or they will be doing this every year. Most first paroles are denied for violent offenders if there is any hew and cry from the public. But with states emptying cells because of money crunches that may no longer applly. FIND OUT if he has any infractions in while in prison and use that against him.
Make up clip boards with petition and pen attached and a small photo of Sara should be on the petition in color prefered..have them placed in businesses who have walk-in customers and the person behind the counter willing to push the petition a little.
Send petitions to relatives even in other states to do the same. Killers travel..sociopaths like this one will commit crimes again and again. Recidivisim is 68% nationally. Find out what it is in your state and use that stat over and over again.
I stood in front of our local Krogers and collected signatures for several years. Have pre made form letters of protest made and get people to sign and provide a address on them and have the parents mail them in enmass. Letters carry more weight than do petition signatures.
Be sure they attend the hearings with as many family members as possible and with Victims Impact Statements in hand and a photo of Sara. Be sure they know their Victims Rights to a T. Not all states have them, some are only regular laws others are now in State Constitutional..like Tennessee.
POMC is a national org...while CAH is mainly a CA one, they help people from all over the US with parole hearing as well. But both need a couple of months prior notice.
Oh and be sure to contact EVERY one of your State's concress critters via email with a form letter, asking them to oppose the parole of this violent killer. It is something they can do that doesn't cost them anything but a moment of time. Parole Boards don't like it when they see letters of objection from congress critters.
IF Sara's parents can get their own personal State Rep to go to the hearing with them that is a tremendous help and pressure on the hearing officer.
Take the local Press along if possible. Make the fight a highly visible one in their town.
I did a sandwich board one year with Jeremy's photo on it that said Stop the killer of this child from being released. Turned in several thousand signatures that way.
Don't know about your state but in Tennessee parole hearings are held at the prison where the inmate is held...you will be searched, so take nothing but your car keys and as little in your wallet as possible.......they cannot/willnot take responsibility for it's contents if you get what I mean. Leave your credit cards and cash at home if possible.
IF the parents don't want to face the killer they can ask that their portion of the hearing be held first.
Most states now have Victim Witness programs use them if they are there as they will know the laws and the ins and outs of the INJUSTICE system.

Stir up as much stink in the press as is possible. If people are willing a small protest group could be gotten up with petition clip boards and form letters of objection to sign available.

As the parent of a murdered child my heart goes out to Sara's parents.
As a US Citizen I STRONGLY OBJECT to the EARLY RELEASE of Shafer a sociopathic pedophile killer. Recidivisim is 68% and Sociopaths CANNOT be CURED. To let Shafer out early only REWARDS him for his crime and sends the wrong message to other criminals that they too will be rewarded with early release.
The COURT, the JUSTICE system PROMISED Sara's parents LIFE in prison for this monster. KEEP THAT PROMISE.

Thanks everyone for taking an interest I’m sure her family appreciates all of the extra signatures. This is the first parole heating and from what our news keeps saying the next one won’t be for 5 years?
