Dr. Walter Berns' essay, as reprinted in "Our Ageless Constitution," entitled, "Do We Have a Living Constitution?" explains the Founders' ideas for their Constitution's protections for liberty as opposed to the counterfeit ideas of those who wish to use "legal fictions" to enlarge government power and diminish liberty for people.
