I freely admit that I have no deep knowledge of this stuff. But I would think that a tiered effort might be attempted:

1) The Council of Governors would control the National Guard which, theoretically, would be in a position to confront well-armed hunters.

2) The Stability Police Force would go house to house in pacified areas, acting like a SWAT team, and round up people for questioning.

3) Interpol is in charge of "rendition centers" where prisoners are taken and forced to confess. No Constitutional rights for folks at those locations.

If you think about what Obama has put in place, he's got control of military forces, law forces, and legal forces. This can be quite an effective infrastructure.

“The Council of Governors would control the National Guard which, theoretically, would be in a position to confront well-armed hunters.”

That’s a problem, too. Will the Georgia National Guard invade Florida to round up the Florida National Guard?

That would be a real killer concerning intra-service unity and cooperation. You’d have national guard units completely out of command control and at each other’s throats. You’re talking civil war. Washington DC would be burned to the ground.
