The Teleprompter wasn’t for his talk to the kids. It was for some education policy announcement. It was a photo-op. But, yeah, he uses a Teleprompter for everything.

The video shows him looking from side to side, not at this camera or the children in front of him. An explanation is that there are two teleprompters in front of him at the corners of the room. I guess that is the evidence. Not ironclad, but suggestive.
It is priceless, with this line of dialog:
