If you define liberal as 'opposing federal government takeover of everything' and conservative as for 'stat-ism and corporatism', Yes I would say Ron Paul is that type of liberal and Palin-McCain-GWB is that type of conservative.
GWB foreign policy actually got tried and didn't work too well. Now the country is what you call 'nutty' isolationist like Paul is . Paul didn't do that, Bush did.

Ron Paul is not even close to being conservative, he is left of center and fought Ronald Reagan’s agenda and policies.
