This would have been 100 times better had they bothered to identify the criteria. Are these the best small towns in Texas because they are crime free? Have low taxes? Nice weather? Or are they the best small towns in Texas because they pay the highest welfare benefits and provide the most luxurious assisted housing? Most comfortable for criminals? Friendliest toward illegal aliens? I would like to know.
