Oh, I think it is more than that. He wants others to help pay for such counseling because they then are also culpable, or, to put it in his terms, then they will validate my desire to off him and relieve me of the guilt I feel for thinking the way I do.
Ask yourself, why to the so many congressional dems and their strongest core supporters want not only abortion to be legal, but for the public at large to pay for it? Same reason.
