President Barack Obama's pick to lead the Coast Guard wants to make major cuts to the agency's counterterrorism mission over the next five years

He [Vice Admitral Robert J. Papp, Jr., the nominee] also calls for cuts to the Coast Guard's largest homeland security operation, which patrols critical infrastructure and other sensitive security structures on or near waterways. And he would decrease the number of specialized units stationed in key coastal areas where an attack could be devastating.
Obama has already proposed closing five of the 12 specialized units in 2011.
The CG doesn't just do its work on the coast lines; it also has vital seurity responsibilities on the inland waterways. I live in the Knoxville, TN area near the first of the navigable reservoirs on the the Tennessee River, Fort Loudon Lake. At Fort Loudon Dam, which is about 10 miles downstream from me, the lake is more than 70 feet deep; the lock in the dam takes boats a total vertical distance of 70 feet from Fort Loudon Lake to Watts Bar Lake. All a terrorist would need to do is buy a cheap, used 40' boat, stuff it full of explosives, and detonate it in the lock, thereby sending a giant flood down stream to Chattanooga and destroying a gereat deal of the upstream commetrce. The same could be done with any of the other 6 or 7 Tennessee River dams.
