Interesting theory, but IIRC the “stimulus” bill, as well as the cap and trade bill, was largely written outside of Congress by the Apollo Alliance, an unholy cabal of anti-American activists...
You are right in that he doesn’t know how to work with other politicians. He has all these political goals, but then he has waited for Congress to write a bunch of bad bills. If he was truly the leader of his party he would get his staff to deliver bills to his congressional leadership and then twist arms to get the votes for passage.
