The security architecture for IP (see RFC1825, to start with) is
designed to provide authentication and confidentiality for the Internet.
There is an alpha/beta GPL’d implementation for Linux of this standard at
ftp://ftp.funet.fi/pub/unix/security/net/ip/ipsec-0.3.tar.gz which is
designed to do, among other things, exactly what you’re trying to do.
