WASHINGTON - The District will become the first city in the United States to distribute female condoms free, part of a project that will make 500,000 of them available in beauty salons, convenience stores and high schools in parts of the city with high HIV rates.
City officials said the distribution could begin within the next three weeks in parts of wards 1, 2, 3, 6 and 7, where a study showed that large numbers of African American heterosexuals engage in risky sexual behavior that could easily lead to infection.

Good. Female condoms are more expensive and a little harder to find. I’m glad women are protecting themselves. They are the unfortunate recipients of this virus.

DC is really ahead of the pack these days — female condoms, homosexual marriage, binding the hands of the Catholic Church’s outreach to the poor. Way to go, IDIOTS.
These simpletons are only giving themselves a false sense of security. It's a fact that that thin layer of latex, whose use you are encouraging, is porous and won't prevent the transmission of HIV.

Only lambskin condoms don’t prevent HIV and are not distributed to protect one from disease.
Ever used one of these things? The application is nearly comical and so is the execution. I remember laughing alot, but not the most erotic time I ever had...
I’m just not with it. Don’t have a clue as to what a “female condom” is, can’t imagine how it fits or even works.
More encouragement for people to act like animals.
Stop drinking the CDC kool aid.
The bit of engineering sense I possess says that the male condom is the model that works better.
Still better would be committed long-term monogamy but very people ask my advice on this topic.
