Correct! That is 100% correct, at which point the Senate passes reconciliation legislation to ‘reconcile’ the budgetary provisions in the bill. That is the whole reason the House Dems are terrified the Senate will just let the POTUS sign the bill and not reconcile it with the ‘fixes’ the HOuse is demanding. Once the House passes it, they have no leverage over the Senate to change anything. The POTUS may also be double crossing the House, he just wants SOMETHING passed. Right, I'm suggesting that they may try a new strategy, where the House amends the Senate bill before passing it, meaning that the bill goes back to the Senate, not to the President. I think such a strategy would be consistent with Stupak's prior statements.
