Unfortunately, Gail, the government doesn't use people with practical experience to prepare a budget. Anyone who hasn't worked in the government would be shaking their heads at the attitude.

Government agencies are funded based on what they spent the previous year, so when the end of the fiscal year approaches there is a mad rush to spend every cent in the budget. If they don't spend everything, they get penalized the next year. I've worked in offices that bought brand new furniture every year. People get sent to seminars and training sessions that have nothing to do with their jobs. They buy equipment they don't need, stock up on office supplies when they haven't used the ones purchased the previous year, etc. One place I worked had 60 brand new computers locked in a storage closet. They were obsolete in three years and went to salvage to make room for more new computers. If a business was run like the government runs it's finances, it would be bankrupt before the end of the first year.

I know, we had a complete remodel of the Commissary here in Millington, TN that wasn’t needed. We also build planes and bombs and other things the Military doesn’t want or need. Instead of giving them the best armor that they can, they give them obsolete planes. The Founders would be having a NEW TEA PARTY.
