If she did, the Muslims in these places would have a serious grudge against him because a Muslim man is not supposed to be married to an infidel.

In other words, Allah calls on the Muslims to make treaties with Infidels, and then to break them as soon as it is convenient, as part of a pattern of confusing and conquering your enemies. Breaking your solemn oath to an infidel is a virtuous deed.
