So wed have to get 38 states to approve?
I have to think on that.
Sorry for my denseness...what could the states do, is that a US Constitutional amendment if 2/3 approve something? Can Obama veto it? What would such an amendment say?

The President has no power whatsoever when it comes to amending the Constitution. It's quite funny when you think about it considering how many Presidential candidates have said that they support an Amendment to do this or do that.
First though we would need 2/3 majorities in both the House and Senate. Amending the Constitution is not an easy process. Liberals tend to forgo the whole process by either ignoring the Constitution or appointing judges who will ignore it.

Excuse me if this sounds bitch but get our your constitution and read how Amendments are passed. It’s clear, specific and a few paragraphs long.
