They can’t do reconciliation unless they can prove that the bill reduces deficit spending. That’s what the CBO is needed for. Those numbers must prove reduction in deficit spending.
Of course, this assumes they are not trying to bypass reconciliation. It’s getting quite confusing and very darn near treason, imo.
