WASHINGTON (AP) -- Democratic lawmakers say party leaders are considering winning crucial support from abortion foes for health care overhaul legislation with an executive order by President Barack Obama.

The order - which does not require congressional approval - would be aimed at reflecting long-standing law barring federal aid for abortions except for cases of rape or incest or when the mother's life is threatened.

Democratic Reps. Henry Waxman of California and James Oberstar of Minnesota both said an executive order was under discussion by party leaders.

I wouldn’t take the word of a person regarding life who won’t even say where and when and if he was born.

“Why should I respect you in the morning when I don’t now?”

That would be absolute garbage on so many levels.

First of all, as a senator, Obama was one of the few supporters of the law to allow “failed” abortions, meaning if the late term child actually accidentally poped out before it could be killed, the “physician” could just sit the live child aside and let it die of exposure.

He is an EXTREME pro abortion bastard, he will never follow through on this.

Second, if he does this, when Republicans get the Whitehouse they can then have the precedent to pass any and all major legislation with a simple executive order including overturning SCOTUS rulings et.al.

"I wouldn’t take the word of a person regarding life who won’t even say where and when and if he was born."

When he was a state senator in Il. he did vote for a law allowing babys that survived late term abortion to be stuffed into a closet to die without treatment. So much for the right to life.

"...cases of rape or incest or when the mother's life is threatened..."

These conditions of course are open to interpretation. Childbirth could always be defined as a threat to the life of the mother depending on the doctor. It all goes back to "what the meaning of the word 'is' is".

The fact they are talking about anything that has to do with Stupak is a good sign. They wouldn’t risk upsetting their radical pro aborts just to run up the tally if they already had a majority.

As others have said, an executive order still won’t appease the Dims threatening to vote no on each side of the abortion issue: Stupak’s group if the Senate language isn’t changed, and the pro-abortion Dims if the Senate language is weakened or abandoned.

Somebody, somewhere in this issue is selling out.

Not true, presidents are famous for signing last minute executive orders (EO) just before the end of their administration.

The Supreme Court can overturn EO’s, and has done so, but only twice.

The next president can issue a new EO, which can change things, but EO’s tend to be sticky.

Here’s an example from the end of the Bush administration: http://media.www.vanderbiltorbis.com/media/storage/paper983/news/2009/01/21/Newsfeatures/Bush-Signs.LastMinute.Executive.Orders-3588927.shtml

The most famous EO? The Emancipation Proclamation (which was actually 2 separate EO’s)

The first EO? - 1789, by the President Washington.

The Executive Order is probably one of the most misunderstood elements of Executive authority. It cannot undo enacted legislation. To put it simply, the President has to cite a specific piece of legislation that empowers him to set or refine guidelines.

If the abortion language in the Senate bill (H.R. 3590) says "X", an Executive Order cannot make it say "Y". It just doesn't work that way - ask Harry Truman.

Why not just issue an executive order for the whole freaking unconstitutional, socialist health care bill? Is such a move the socialists are considering in and of itself unconstitutional?

"Executives orders are only good for as long as the president is in power."

No, they are enforceable until the Supreme Court says they aren't enforceable, or until Congress passes legislation reversing it, or until a subsequent President writes a countervailing or amending order.

"...or when the mother's life is threatened.

Which means, anyone who wants an abortion. All you have to do to meet this one is a little creativity, ie. "My boyfriend threatened to kill me if I have this baby." This "executive order" is BS and means absolutely nothing when you consider the "executive" who is ordering it.
