It means that women use health care twice as frequently as men; insurers, being logical, charged women a higher premium due to the higher expected costs. Under Obamacare, insurers can choose to raise men's premiums (won't be allowed by the gov't) or reduce women's premiums (and lose money, and go out of business).

It is more Dem lies and obfuscation to hide the gutting of the insurance industry and the ultimate collaps into "public option" - i.e. government control of your birth, life, and death.
