Bush made 15 recess appointments because the Senate was run by the opposing party.
I can’t think of the last president that had to make recess appointments when their own party had 60 votes in the Senate.
It’s pretty bad when your nominees to executive positions (which are OFTEN approved as a matter of courtesy) can’t get approval when your own party has 60 votes — and indicates how horrible your nominees are.
Weren’t all nominated before Scott Brown joined the Senate? I.e. it wasn’t a GOP filibuster to blame.
