Hatred of O should not blind conservatives to the fact this bill violates the Constitution

Failure to defend the borders and the American people also violates the Constitution. When the Feds do their job, the states will no longer see this as necessary.

Curious why? Only argument I can think of is that the Constitution leaves the responsibility of border enforcement to the Feds, not the states. However I don't think that prevents the states from enforcing federal responsibility when the feds refuse to do so. Your view?
