In many states the bar is responsibility to cut people off and call a cab if they think someone is too drunk too drive.
Of course the article is almost devoid of any information so it's hard to tell if she was drunk or just plain stupid

What’s worse is when someone calls for an ambulance, and disappears out of the ER, because the hospital is two blocks from their house.
What’s worse than that, is when they call in city A, and insist on going to City B hospital 15 miles away, because “that’s where my doctor is.”
