I'm probably one of the few here who ever attended a lecture by Niels Bohr. I don't remember Bohr presenting a partial electron orbit.
If Obama's staff want to draw partial electron orbits that look like crescents, well perhaps that's the way they appear in Islamic physics books.
Maybe I'm not looking at it right but I don't see much of a resemblance to either the Rutherford-Bohr model or an Islamic crescent moon. It looks like some weird logo that someone was paid all too much money to design.
