A failed car bomb smoked, popped and shut down Times Square, causing panic, evacuations and confusion Saturday on one of the tourist spot's busiest nights. Most of the streets in the area were reopened Sunday morning, though a heavy police presence remained in the area.

New York Police Commissioner Ray Kelly said officers are heading to a town in Pennsylvania to talk to a man who believes he may have recorded a bombing suspect on his video camera. Police are looking a for a white male in his 40s who was seen shedding a dark shirt with a red shirt underneath, he said at an afternoon press conference. Investigators are now looking through "hundreds of hours of surveillance videos," Mr. Kelly added.

I found another white guy with a red shirt:

Although, he doesn't appear "furtive".

I thought the whole point of Cash for Clunkers was to get the vehicle molten back into metal for China, or sent to Mexican drivers, not re-sold in America.

sounds like “cash for clunkers”

how creative. And suggests rather long term planning

Here’s a 2007 article (one of many online) about a smoking car bomb discovered and defused in commercial area of London - also debunked at the time as an amateur bomb

The Cash for Clunkers trade-ins were supposed to be prominently defaced with paint that would mar the exterior supposedly to prevent resale in the used car market. But if it was a Clunker it could have been shipped to a scrap dealer in the Northeast. From the story:

[Investigators said that the vehicle's Connecticut license plates didn't match the make of the car. The license plate's last known location was Kramer's Used Auto Parts in Stratford, Conn., according to a law enforcement official familiar with the investigation. No one answered the phone there Sunday.]

The Clunker could have gone from the scrap dealer to this parts dealer even though the Clunker rules prohibit it. Someone may have stolen the Pathfinder from Kramer's along with a license plate from another vehicle in the yard. Or Kramer's may have repainted the Pathfinder and been using it for deliveries, etc. When someone stole it they couldn't report it because it was obtained illegally.

What’s changed?

What's changed is our approach to terrorism...

We've gone from taking the fight to "the bad guys" to bowing down and appeasing them.  Obama is worse than Carter on so many levels. The foreign policy agenda of political correctness will inevitably massacre millions of innocent Americans, who spent a Saturday night at a Broadway musical, unnecessarily.

"You can buy vehicles with salvage titles. "

You can. It may be sloppy reporting, or poorly chosen words by the unnamed LEO. But, TX has several levels of salvage title, with one of them being "non-operative title" (or something like that) and this is to be the title given to the cash for clunkers vehicles - cars that were not to be repaired.

I suppose it's possible that someone purchased a vehicle legitimately, that had a salvage TX title, and then repaired it to a level that restored it to what appears to be without defect, as the car in the videos and pictures appears to be without defect, with the intentions of blowing it up.

Or, might it be more likely that someone got their hands on one of the tens of thousands of vehicles that was supposed to be sent to the crusher, only to be sold illegally. I think the LEO's words - "recorded as scrapped", is more reflective of this scenario, than the former scenario. Remember, it wasn't reported as stolen.
