"The (Capture) Theory of Economic Regulation," George Stigler, Bell Journal of Economics, 2, 1971:3-21 is summarized by the following points:
- Government has "legal" coercive power and thus has monopoly control of the "supply" of regulation.
- Government regulation can protect incumbent firms from rivalrous price wars and prevent entry into lucrative markets.
- Since the regulated firm oftentimes has a more comfortable and profitable existence than the non-regulated firm, private companies "compete" for a scarce supply of regulation.
- Though a regulatory agency such as the ICC or the FCC may have been created with the (vague) intention of correcting market failures, as time goes by the agency is subject to "capture" by the firms they regulate. That is, the regulatory agency invariably tends to issue regulations that work to the advantage of regulated firms.
- Regulated firms expend considerable resources to lobby the regulators. It is not uncommon for an official of a regulatory agency to wind up in a high-paying job with a firm that previously fell under their regulatory purview. The regulators may not want to antagonize the firms they regulate because they want to "keep their options open."
- Capture theory predicts that regulated firms will earn higher rates on return (on average) than non-regulated firms.
...They're not perfect, but they beat non-scholarly non-official sources 99 and 44/100 times out of 100.

I understand that the circumstances are different — Ms. Sackhoff returned to her hotel suite, terrorists are thrown back in their cell; she consented, they didn’t; she’s rested, they’re not. She knows they’ll stop ... terrorists don’t. And, they’ll push terrorists harder than they’ll push an actress ...
Katee Sackhoff also didn’t actually try to kill anyone or blow anything up ... and she doesn’t actually have any information worth waterboarding for. So ... they earned the additional burden.
Waterboarding is supposed to suck — that’s the point. That’s what makes it a good interrogation technique. If it was comfortable and rosy ... it wouldn’t be worth doing.
Nonetheless, there are no lasting injuries from waterboarding. It is uncomfortable and horrifying — but not permanent. The fact that an actress can endure it for a couple of days, even with the additional safeguards, makes me somewhat less sympathetic to trained terrorists and enemy combatants.

I actually ended up liking her storyline. It started shaky (the redneck boyfriend thing was weird) ... but she ended up being a worthwhile and memorable villain.
Sackhoff described her character as having no redeeming qualities whatsoever.
