The tazer isn’t designed to inflict maximum pain in order to shut someone down. It is designed to disrupt motor control, that is why people fall down and can’t resist.
If it was about pain, it wouldn’t work on drunks.

He was charged with resisting without violence (a misdemeanor) because he probably did not verbally threaten or fight the officers (a felony) or maybe they just cut him a break because he was drunk.
I”m hoping that this tasering event is not becoming “PAR” for the “COURSE!”

Bootlickers are loathe to admit that the application of a taser comes with inherent risk. The police, while not threatened themselves (according to you) applied force that is known to have caused death in victims that have some preexisting conditions.
If the guy becomes violent, then I have no problem with the police escalating. But it FIRST has to escalate, at least it should in a free republic. The police responded violently to a non-violent disturbance and that in and of itself is troubling, or at least it should be.
If golf becomes rowdy this could “DRIVE” fans away!
In other news...
Today: 10's of thousands of people were not tased by jackbooted thugs at a golf tournament today. It appears they satisfied their bloodlust by tasering some innocent drunk nitwit. Thankfully, they did not go on a maurading rampage tasering the thousands of other there.
Tonight, on our ten o'clock news we will investigate whether this was because the other 10's of thousands of non-tased people were licking their boots, or if the thugs new green policy is limiting their access to effective batteries...
Tasering seems excessive, but in reality, could it be the most FAIR WAY to deal with disorderly fans?
