Yes. The first move was BO ceding U.S. control of the internet.
No, but they can (and will) lobby "wealthly" countries in an attempt to persuade lawmakers to impose such taxes. A scheme to not only redistribute wealth but also skim as much as they can from the proceeds as an "administrtive" fee.
