Sorry mark, the old grunt in me just couldn't resist.

Hey, I have always said that there are those of us who were intended to be in the military...and then there were those of us intended to be in the Air Force.

And, with the exception of combat controllers and PJs, I think those lines are pretty clear.

See my last, and the OPRs are often written in a way that telegraphs what was actually done. Probably why they have senior officers on the boards: we’ve been there, done that and can read the t-shirt.

There are plenty of other awards for meritorious service which are not tied to combat awards, such as the MSM, Defense Distinguished Service Medal, Legion of Merit, etc. I’m kinda old fashioned, I guess, but I think the Bronze Star should be like the Silver Star—combat action only, that way there’s no “V” device for confusion.

Next, medals will be handed out for showing up on time, dressing properly, playing well with others.....

They have those--they're called the Good Conduct Medal.

This will have the opposite of the intended effect. Marines will become trigger happy for fear they will be put up for this medal.

My experience was w/US Army 26 years ago. The ORB differentiated between valor [BSM-V] and meritorious achievement [BSM].

Very true about senior officers: the trained eye could spot the disconnect between OER boiler plate narrative and the evaluation numbers.
