And if washed ashore or collected, the oil could be extracted from the hay I imagine

Or just used as-is as a fuel in electric producing plants or anywhere else that needs a fuel

Steam engines on trains. Oops they don't use those anymore

Another idea is to use large suction machines to vacuum up the oil/water mix and then separate the two.

Empty tankers could be brought in to haul the mixture to shore.

Then the leaked oil could be refined and used same as if it was pumped out of the well.
