You need to think out of the box. Does your city have system of walking biking trails? If so think about getting a mountain bike. You can load a good amount of equipment, get around areas of auto traffic blockage, even hide if you have to by move into foliage or a building bike and all. Of course you need somewhere outside the city to go to. Another idea is there a waterway? Maybe a canoe or a kayak again no worries of traffic flow and you can bring a goos amount of gear with you. In either case you need to do a number of dry runs so you know what to expect and what works and what doesn't.
