They can, to a certain extent. The massive difference in national philosophy (ie, militaristic, command centered nation in the north, and the very industrious and capitalist centered economy of the south) leaves them exposed because the south has long sought good or repaired relations with the north. Also consider the fact that the south has its own leftist groups that have been undermining self defense efforts as being “counter productive” or “provoking anger of the north” in their political system.
Don’t get me wrong, the ROK guys I have dealt with were some the best and toughest warriors that I have ever had the pleasure to meet, but they would still require the support of the US.
Having viewed the closed circuit cameras where they (gleefully) record themselves shooting the bad guys, I think they'll do very well against the NorKs.
One of my favorites was a shooting where the store owner took a 9mm round, yet continued to plug away at the a$$holes who tried to rob him......
