The DPRK is the 4th largest army in the world. 1.2 Mil., plus another 4.2 Mil as reserves and militia. During famines, the only group that ate regularly was the military. The Army gets whatever toys it wants. The Army is well aware that they support Kim, and that Kim supports them.

They've dug tunnels capable of holding an entire prepositioned armored division under the DMZ, for the "inevitable" war. It has been estimated that Seoul will vanish within an hour from the prepositioned and targeted artillery and missile fire aimed at it.
