It's really kind of difficult to accurately measure total carbon dioxide emissions. What I don't understand is why they're just not proposing additional taxes on purchased fuels rather than their exhaust. The only thing I can figure is that taxing the products purchased is not as easy to manipulate or as difficult to verify as the taxes on carbon, and the government wants to manipulate the monies.

With that having been said, I'm totally against cap and trade, as global warning is not caused by CO2. CO2 may actually have a reducing effect based on historical temperatures, since it's obvious that increased temperatures actually cause increases in CO2.
