"Ms. Kagan is Non-Kosher." Rabbi Levin was using the word "kosher" in this context figuratively, to mean "clean" or "capable of passing scrutiny."

I suspect he meant to say she doesn't "keep kosher", unless he plans on sampling her like an oscar meyer weiner.
