IMHO
The problem is that it isn't just Democrats, it's ALL politicians. The Republicans are no better. The government we have today is the result of BOTH parties tinkering with things in the name of justifying their existence.
Do we REALLY need Congress in session 10 (or more) months out of every year? Of course not. They have limited functions that they need to perform and, after that, they go home and go back to their regular jobs. If the president needs them back in session, he can call them into special session.
