I don’t know if it is necessarily “keeping them on the farm”. Housing projects here in Joliet, IL gate the place. They have a “welcome center” which is an armed guard in the “welcome center”. If you don’t have a resident ID or a guest pass you’re not coming in. That way when the sh*t hits the fan they can stop whoever might be running with his pants down or stopping or at least slowing the countless drug deals.
Hell, some of the “vibrant and diverse” places around Philly (Darby, Chester) have curfews in parts of the area where, unless authorized (work, etc) you can’t be out at night-not just kids, either -everyone.
The cultural housing here is called Evergreen Terrace. The city has been trying to get this place shut down for years now. When Chicago demolished their high-rise monkey cages the trash fled to the suburbs, hence the reason they are here now. The “Terrace” has more police calls in one year than the rest of Joliet. I guess Daley had to get rid of those slums to start getting ready for his olypmic bid.
I spent a night in a motel in Joliet-was driving cross country, and however the hell, I stopped there one evening without thinking.
The motels are full of inmate families come to visit. Oy Vey-Norman Rockwell it wasn’t.
