By that definition, I am one; I live on a one mile long gravel loop road which circles a small lake. In addition to the typical gravel road problems (dusty cars, even dusty houses for those who are close to the road), the road is so hilly that any significant rain will cause erosion and gullies in the roadway. The State DOT regrades and regravels the road at least three times a year. Clearly, it would be cheaper in the long run to pave it.
One problem is that some of the residents don't want the road paved, on the grounds that to do so would make the neighborhood lose its "rustic charm," and that the gravel road encourages low driving speeds (20-25 mph). Personally, I think they just want excuses to have Range Rovers and Hummers.
Answer: Providing equal incomes for women and minorites! Plus endless vacations with ice cream for The Divine One.
Not the county where I live. I moved back to this county 12 years ago and all the roads around the area where I live were in terrible shape. They were never repaired...rarely received a band aid fix and remained nearly unnavigable UNTIL these signs went up:
Of course it will be difficult to "Put America to Work" in this county, as a majority are on welfare.
Today one has a difficult time getting around this area for at least a 10 mile radius due to ALL the roads being resurfaced, widened, played with for whatever reason and a new over pass installed on a small short connector road that has little to nothing on it -- all at the same time.
Of course there is little reason to traverse this area as there are few businesses left to generate traffic and has been placed in the Appalachian Regional Commission's "capable" hands.

Everyone is already taxed to death.
The truth is the state public unions, who own the Democrat party, steal all the money for salaries, benefits, and pensions.....leaving almost nothing for the basic services (trash collection, road repair, snow removal, etc) that they should be performing.
Obviously, the high cost of government salaries, health care, and rich lifetime pensions doesn’t leave much taxpayer money left over for things like roads.
Exactly. They need to take another look at that budget and find out who’s getting all the money.
