I like yours better. I’d proposed “repudiate and refute”, but “repudiate and refuse” seems better.

Checked the Oxford English Dictionary (”OED”,) which does not cite “Refudiate.” If not in the OED, it is not in the English Language.
Now, there is a word, “Fud,” which means:
1) buttocks, or
2) the tail or “scut” of a rabbit or hare.
Combined with Re-, with the sense of “again,” and -iate....
Hummm.
To say that she means for the people of NY to re-establish or re-mount buttocks (forgive the image) or rabbit tails on the mosque at the WTC site does not seem credible, although it would seriously disturb Muslims—for which reason it ought to be seriously considered—and provide NY with some interesting entertainment.
I agree then, that, as mentioned above, it is a nonce word, a portmanteau of repudiate and refute.

OK, so I was wrong. Additional news stories show her actually saying it on screen before later using it on twitter, so either she thought it was a real word, or thought it should be, or was in a continuing fog and putting two words together in her mind.
It doesn’t change my opinion of her a bit. I like her and what she’s trying to do for America.
