Obama signs emergency bill to halt teacher layoffs

WASHINGTON (AP) -- Summoned back from summer break, the House on Tuesday pushed through an emergency $26 billion jobs bill that Democrats said would save 300,000 teachers, police and others from election-year layoffs. President Barack Obama immediately signed it into law.

Lawmakers streamed back to Washington for a one-day session as Democrats declared a need to act before children return to classrooms minus teachers laid off because of budgetary crises in states that have been hard-hit by the recession.

Republicans saw it differently, calling the bill a giveaway to teachers' unions and an example of wasteful Washington spending that voters will punish the Democrats for in this fall's elections. The legislation was approved mainly along party lines by a vote of 247-161.

The aid for the states is to be paid for mostly by closing a tax loophole used by multinational corporations and by reducing food stamp benefits for the poor.

Obama, joined by teachers at a Rose Garden ceremony earlier in the day, said, "We can't stand by and do nothing while pink slips are given to the men and women who educate our children or keep our communities safe."

The Senate narrowly passed the measure last Thursday, after the House had begun its August break.

The legislation provides $10 billion to school districts to rehire laid-off teachers or to ensure that more teachers won't be let go before the new school year begins. The Education Department estimates that could save 160,000 jobs.

This bill also forces one state - Texas - to maintain or raise their educational spending or risk losing $830MIL in federal education moneys!

A Dem from Texas wanted to make sure that Texas does not cut education spending while CONSTITUTIONALLY balancing their budget!

it is a backhanded way to give democrats campaign cash from your tax dollars via unions.

locally - this does nothing for the upcoming school year.
The teachers were already laid off, and the budgets have already been voted upon and passed.

If schools were to rehire teachers - they may have to send their budgets back for a vote?

Now, why would they need $26 billion more, when there is still $431 billion left from the first ($787) stimulus???

Grrrr...enough bailing out pensions and unions. LET EVERY SINGLE ONE OF THEM FAIL!!!

We need to bail out this government, but I’m not talking about using money.

I had 3 kids in public schools...I took them all out and put them in private schools for their High School years...best thing I ever did!

Our school starts tomorrow. As you say, the die is cast for the year. One commentator says the money isn’t necessarily slated for the popular teachers, cops and firefighters, rather it can be used for any government expense and the SEIU was heavily complicit in pushing this bill. Look for the SEIU members to demand their share of this.

In California, the teachers are among the highest paid in the nation. When budgets started shrinking, many districts went to the teacher union locals and asked for concessions so they would not have to lay off some of their fellow teachers. I don’t know about your area, but the local union here refused to budge, preferring to sacrifice their coworkers rather than give up a little of their future raises or benefits. (I believe some of the Sacramento teachers are furious about having their doctor visit copays rise from $1 to $5.) So, the taxpayers must sacrifice for the teachers and such but heaven forbid the teachers give a little to help each other.

I think some unions did give back a smidgen but I’m sure they are now kicking themselves because they were assured Washington would buckle eventually. This will make the unions even more intransigent on givebacks.

No problem there -- the Demwits already have vowed to restore the food stamp expansion, and the remaining multinationals will soon move out of the US for good.

H.R. 1586 was originally something about extra taxes for TARP recipients, then something about air traffic control (same # completely different text), now education bailout spending for the dem’s main constituency.

They did this merely by keeping the number the same, assigning a blank title, and changing the text (which they don’t read anyhow).
