Heller isn't a Second Amendment case, though. Ninth Amendment, maybe, but there's no way the Second can be read as providing a right to police permission to keep a handgun in your home (and there only) for self-defense.

The prefatory clause in the Second Amendment that mentions the militia, "A well regulated Militia, being necessary to the security of a free State," has been used by gun grabbers for a century or more to claim it is only a collective right. Heller says it is an individual right subject to reasonable regulations. Other cases will be coming including the bearing of arms. You don't pay for rights either. IMHO, all these fees will go the way of the poll tax.
