Good point. The requirements sound like the result of good lobbying efforts by the funeral industry though.

I was thinking along those lines. Seems like a lot of work to dump a single body into ocean. I'm thinking it would be nothing but bones in less than a week. Wonder what they worry about?

Since we did have a charter boat we had to keep up with the ever changing rules. We refused to do do the dropping of ashes at sea. I forget why but there was a good reason. If a body isn’t taken far enough out to sea the fisherman will just net it up & lose their catch. What is allowed in NC might not be allowed in FL either. I think it may go state by state. I do know that you can’t just drop ashes on the beach like you could yrs ago. The family should pay for the lost catch IMO or sue the charter capt for it. Those fisherman work long hard hrs for that catch. Why should they lose money?
