No, I don't think so. He served two tours in Viet Nam and was injured (and decorated) both times. He is an intelligent and able man, by all accounts.

That describes lots of men. It doesn't mean all of them are qualified to be promoted to General, much less Chairman of the Joint Chiefs, National Security Advisor and Secretary of State.

His pigmentation was a huge advantage.
