Top Cop Calls Women For Appointments, Meets Them In Hotel Rooms For Sex Busts
GREEN TREE, Pa. -- Recent actions by the Green Tree police chief during undercover prostitution stings are coming under scrutiny.
Chief Andrew Lisiecki said in court papers that he got naked with a suspected prostitute in an effort to make an arrest earlier this month.
According to the criminal complaint, Lisiecki was working a prostitution detail and responded to an online ad by a woman calling herself "Island Hottie."

According to the criminal complaint, the two met at a Green Tree hotel, where Lisiecki put money on the table and 32-year-old Akudo Esther Duru started to perform a sex act and was placed under arrest.
Channel 4 Action News' Shannon Perrine reviewed the arrest papers from nine prostitution suspects -- including the most recent one -- and found eight instances where the Green Tree chief said that he had either been naked with the suspect, touched by the suspect, or touched the suspect in a sexual way.
The arrest papers detail how Lisiecki, a former Pittsburgh police officer, would find the women online and call for appointments at local hotels -- and then the chief details in his own words how he would engage in sex acts with the women after placing police money on the table.
Liesecki's tactics were described as "highly unusual" by David Harris, a professor at the University of Pittsburgh School of Law who specializes in police conduct.

"The law does not require -- and police procedure does not require -- that anybody take their clothes off or that anybody get any distance into something approaching a sex act," Harris said.
Beyond being surprising, the chief's actions were unnecessary, according to Harris, who said all police need is an exchange of money and an indication that there will be sex.
"You just don't see prostitution investigations going this far," Harris said. "When a police officer goes as far as this -- disrobes, becomes involved in some sexual touching -- it opens them up to cross-examination as to what was really going on, what is this really about, whether they're really even telling the truth."
While Liesecki's actions were not illegal, it shows a pattern that calls for a closer look, Harris said.
Green Tree Mayor C.F. Hammer said he's undecided as to whether he will pursue an investigation by the Allegheny County District Attorney's Office.

If a cop is naked but has pulled up the sheets, is he still undercover?
He got naked? That arrest will get tossed for cruel and unusual punishment.

I’m going to go out on a limb and guess that “Island Hottie” bears little resemblance to what most men would think of as an island hottie and a whole lot more to “skanky crackhead in stretch pants”.

I don’t know about this guy, but if I got started, there is no stopping until I am finished. My body would never allow me to stop in the middle.
I think there is more to it. Once the sex act is initiated, the cop became a ‘real’ John which is supposed to be illegal.
It is like going to crack house, buying the dope and smoke it(to make sure it is real) and then make the arrest. It just doesn’t work that way.

This reminds me of a story I heard about a former mayor of LA during the 1800s. Caught in a brothel, he said he was there inspecting the place.
Well it can’t be denied that he was working under cover.
Did it? Then the evidence will not stand up in court.
