Is there any other jurisdiction where 90% of the voters request paper ballots when machines are available?
In Tennessee, the paper ballot option is available but of the times I’ve been to the polls, I would say maybe 1% request a paper ballot.
Also is it hard to change the machine?
I’m not sure what the law is. Maybe, just maybe, once the ballot is agreed to by all parties it cannot be changed.
But it would seem *very* strange that the paper ballot would read one way and the the machine another.

One would think an electronic ballot could be corrected as soon as proper witnesses were called in. Must be more complicated than it looks.
