This just shows their cluelessness.
Anyone who works in the real world know the first step is to do the engineering work, legal work, permitting, etc required for any capital project. Since states didn’t have the money for the projects, they hadn’t done the preliminary work either. All they had was a “want list”. I know for a fact that my local government officials submitted projects that were only “pipe dreams” - thinking they’d get the Free Money first and sort it out later.
Greed and stupidity make a bad combination. But the stupidity came first.

My God, Brooks is admitting journalistic corruption on his part. Even if he couldn’t cite the source publicly, he had an obligation to point out the fraud of the claim that there were shovel ready jobs.
