If I am not mistaken, Lollar told Hoyer not to hit him. So, I think it actually was a punch.
As to Hoyer being a “flaccid old white man,” as one poster said earlier, I knew Steny back when he was a young white man. So, I can assure you he has always been flaccid. Not a fiber of muscle in his entire body, then or now.
