Correct me if I’m mistaken, but wasn’t the EPA formed solely for research purposes in finding new and/or more efficient forms of energy? In other words, the original intent was not necessarily for it to be a regulating agency.
I think you’re thinking of the DOE (Department of Energy), not the EPA.
