Fiscal Decentralization Initiative 2003 -
Jointly funded by USAID and the OECD, UNDP, Council of Europe, Soros Local Government Initiative, Danish Ministry of Interior, and Czech Ministry of Foreign Affairs, the Fiscal Decentralization Initiative (FDI) supports the development of task forces in CEE countries and implemented a wide range of capacity-building and policy-development programs in CEE and SEE to educate governments, think tanks, and academic leaders on the major issues of fiscal decentralization.
In FY 2003, FDI supported a research program measuring the progress of decentralization in CEE and the development of indicators for assessment of decentralization. Surveys and fiscal designs covering the Czech Republic, Estonia, Latvia, Lithuania, Hungary, and Poland were supplemented with similar studies focusing on Bulgaria, Romania, Slovakia, and Slovenia.
In addition, FDI supported development of a certified course for local government finance officers in Slovakia. This program, funded by the Open Society Institute (OSI), USAID, and the UK Department for International Development (DFID) and developed jointly by the Chartered Institute of Public Finance (CIPFA), Slovak Association of Local Government Finance Officers and the University of Banska Bystrica, has resulted in the development of curricula covering areas such as public finance, accounting, public investment, public procurement, etc. The program will be launched in January 2004. FDI was discontinued as a formal institutional collaboration in 2008. The FDI programs were folded into the core agenda of the various partner organizations. Background
The Fiscal Decentralization Initiative (FDI) is a demand-driven joint undertaking of the Council of Europe, OECD, Wbi, USAID, OSI/LGI Budapest, and UNDP.
FDI's objectives include advancement, advocacy, and implementation of social, political, and economic governmental reforms in transition countries. The program provides technical and financial resources to central governments, parliaments, sub-national governments, research institutes, universities and associations of local authorities to date operating in South East Europe (SEE), Caucasus, and Central Asia.
FDI seeks to assist transition economies in the areas of capacity building, insitutional strengthening and training, and improving fiscal management. The program strives to facilitate the analysis of policy options thereby developing a knowledge base for the purpose of enhancing the potential and functionality of newly formed local governments throughout Central and Eastern Europe (CEE) and former Soviet Union (fSU). Currently, FDI projects feed on the expertise of EU member and ascending countries.
An in-house design organization, FDI adapts methods of reform to each country's political, social, and economic background. The Initiative furthermore serves as a co-ordinative platform for external donors.
Among the traditional FDI donors, the TWO MOST PROMINENT being OSI AND USAID, past contributors include the Italian Ministry of Foreign Affairs, the Czech Ministry of Foreign Affairs, the Ministry of Interior of Denmark, and the Japanese Ministry of Foreign Affairs.

Public Radio’s firing of Juan Williams and its acceptance of a $1.8 million gift from left-wing billionaire George Soros’ foundation have put the spotlight on the NPR’s taxpayer subsidy. What is less well known is that Soros’ private foundations also receive millions in taxpayer funds.
Not only that, but the projects that taxpayers fund through Soros’ foundations appear to violate a federal prohibition on the use of taxpayer funds to promote drug use and prostitution. Our efforts to expose this misuse of tax money in 2007 were met with hostility by the State Department and disinterest in Congress.
In October 2007, NLPC asked the Inspector General of the United States Agency for International Development (USAID) to investigate the possibility that the agency was violating federal law. Our request came in the wake of the publication of our Special Report titled Soros Groups Receive Taxpayer Funds: State Department Collaborates in Skirting of U.S. Law Against Promoting Drug Use and Prostitution.
NLPC’s obtained documents through the Freedom of Information Act (FOIA) showing that between 2001 and 2007 USAID awarded grants totaling $18.3 million to the Open Society Institute, the Soros Foundation Kazakhstan and the Alliance for Open Society International, all Soros-affiliated groups. In addition, USAID and the US State Department have given millions of dollars to Soros’ nonprofits to operate education programs and other “civil society” initiatives in various nations. From 2001 to 2007 USAID and State Department grants to the Soros nonprofit network totaled at least $25.6 million.
USAID was more than defensive about the grants. It took 21 months for the agency to respond to NLPC’s FOIA requests. USAID only turned over the documents after NLPC retained a lawyer and threatened legal action. Our request for an investigation by the USAID Inspector General was ignored.
In 1989, Congress restricted the use of federal funds for the purchase of needles, syringes, and other materials for the purpose of illegal drug use. Despite this prohibition, USAID has awarded millions of dollars in contracts to Soros-affiliated organizations engaged in needle exchange activities.
Grant documents obtained by NLPC acknowledge Congressional intent but seem to rely on an extremely narrow interpretation of federal law that bans funding “to provide individuals with hypodermic needles.” The documents state that private Soros funds would be used to purchase the needles, while the overhead for the programs would be borne by U.S. taxpayers. This interpretation is particularly clever. Needles cost pennies each. The Soros groups pay the pennies while American taxpayers pay the much more substantial overhead for the programs.
It is not known, nor is it easy to find out, how much taxpayer money has flowed to Soros’ groups since 2007. Because of their close and longstanding relationship with the State Department, it has likely continued.
Soros is a proponent of drug and prostitution legalization. He is free to hold these views, but why is he entitled to a taxpayer subsidy to promote them? It is positively outrageous that taxpayer are forced to fund the political projects of billionaire. The new Congress must investigate and eliminate all funding to Soros’ groups.

The aim of this co-operation is to support media organisations in the region of the former Yugoslavia, through loans on favourable terms. According to the site of the International Center For Journalists MDLF started in 1995, and now works with the USAID agency on the Media Viability Fund, indirectly controlling newspapers in Russia and the Ukraine.

Open Society Institute (OSI), a foundation funded and controlled by George Soros, sued the United States Agency for International Development (USAID) over requirement that recipients of federal AIDS grants pledge to oppose prostitution.
The group would be the second charity to challenge the policy, which AIDS activists say stigmatizes prostitutes and makes it harder to fight the disease. In June 2006, Open Society Institute published a study entitled Sex Workers Health and Rights: Where is the Funding?? The report highlighted the role of OSI and various Soros foundations, in financing a large number of sex workers organizations and attacked the Bush Administration policy for refusing to fund such groups.
OSI received at least $30 million between 1998 and 2003 from the federal government, mostly from the State Department.
