Why would the ROK publicly state that it may have to introduce tactical nukes on the peninsula?

Now the DPRK has to respond publicly....

Japan: N. Korea’s New Uranium Enrichment Unacceptable

North Korea’s latest claims to have a working uranium enrichment program are “absolutely unacceptable,” Japan’s top government spokesman Yoshiito Sengoku said Monday.

His comment follows disclosures by a US scientist that he had toured a modern uranium enrichment plant in the communist state, raising the prospect that Pyongyang is preparing to build a more powerful atomic bomb.

They will go for 3rd nuclear test anyway. It will put to rest resurgent bout of appeasement fever: the campaign by some in Lee’s gov to send half a million tons of rice to NK.
