When your only tool is a hammer, everything looks like a nail.
And people would visit a town with this kind of police force as tourist for what reason? I know it would take years of stories about how the Las Vegas police department was reformed before I would even consider visiting.

He had to go and FIND his son so obviously the dog was not attacking him.
The dog owner will be charged, and the cop will be called a hero.
Remember, cops do not need to follow the law, and are not your friends.
My mother’s neighbor is a couple, both cops. Their German Shepherd Dog is a neglected backyard dog that barks incessantly and is bored out of its mind.
It is very obvious that the police couple next to my mom wanted a robot guard dog to protect the house and nothing mre. Their dog is so bored and neglected that it is very high strung and belligerent. Poor dog. The couple is very nice to my mom, but as dog owners, they coujld care less about that dog. When it finally breaks out of the yard and bites somebody, I don’t know what their excuse will be.
Meantime, my GSD companion sleeps in my bedroom, I walk him every day, and he is calm and steady and happy as a result.
Confirms what you said about cops who own dogs. They couldn’t care less about that animal. They just want a guard robot. They should give up the dog and just buy an alarm for the house.
I have trouble believing a cop actually took a shot at a dog while the dog was being held close to a human on a leash. Too much chance they could miss and hurt the human.
