You aughta see some of the traffic enforcement officers at Ohare airport. My daughter in law was slowing down behind a rental car van, trying to find a place to pick up my wife after a flight. The cop chased her down and handed her a parking ticket, even though SHE NEVER CAME TO A COMPLETE STOP.

What is “improper refuse”.

It appears that refers to someone who takes their household trash out to the curbside bins.

The officer was certainly out of line in this case. Hope the old lady beats it.

First thing to say when an officer tries to ticket you for throwing away non-toxic trash...

“Meester, you aren’t writing me up for being in this country illegally are you?”

Problem will never be reported.

Change the item. Your dog poops on the sidewalk. You leave it there. Landlord gets fined for the poop. Is this correct?

Has a homeless person ever been fined for not picking up his poop off the sidewalk?

There was as big stink in Seattle a couple of years ago where the city was being accused of instructing the meter maids to enforce parking to the letter of the law as much as possible. They denied it, of course, but they had a hard time explaining the guy that got a ticket for leaving his lights on when he parked. :)

The really funny part was that the Rita had a hard time finding just the right thing to actually charge him with. That is because, as it played out, the city admitted that it is not illegal to park with your lights on.

I’ve said, since about 2006, that as cities get cash strapped, one effective way to increase “taxes” is to start “iron fist” enforcement of laws - speeding tickets for going one mile over, stuff like that. I’m actually surprised that it hasn’t increased all that much, or if at all, frankly.

NO! The Sanitation cop did the right thing and should be rewarded. She finally ticketed the correct party instead of landlords who have to pay fines for what their tenants do.

So everyone who throws trash in the trash bins in NY streets should be fined? I don't think so.

All this lady did was throw away a newspaper. She wasn't throwing out her household trash.

Maybe you should read the article next time.

So we have the terms “litter”, “garbage” and “refuse” being used here. What is the legal definition of each?

A litter is a batch of new kittens.

Garbage is what the New York Times produces daily.

Refuse is how I listen to the lies told on The Obama Show.

My Oldsmobile turns the headlights on when I use the wireless remote to open the door.

The headlights automatically come on when it is determined to be "dark" out.

The headlights remain lit for about 5 seconds after the engine has been turned off.

What’s the point of having city litter baskets, if you can’t put garbage in them?
From the article:I can understand the city wanting to stop that.
On the other hand, the "meter maid" should have allowed her to remove the paper. No harm, no foul.

Actually, she threw out the newspaper that was inside a plastic bag. Apparently there is a problem with residents carrying their garbage out to the city litter containers. It would look like that if someone saw here carrying a bag out to the litter container.

Maybe you should read the whole article next time.

Maybe she should have thrown it in the street, thenit would be litter, then she could pick it up and place it in the litter basket.

Give ten cents worth of authority to a two cent brain and this is what you get.

I don't know about the homeless, but I do know a landlord is fined for the poop.

Yes they do. The landlord finds the ticket in the building's vestibule and a copy through the mail. They then either choose to fight the ticket or pay for it. Depending on what's more important, wasted time or wasted money.
